Emmanuel Macron: Facing the Russian Threat, Bold Choices for Europe’s Defense

The President of the Republic spoke on Wednesday, March 5, at 8 p.m. in a solemn address from the Élysée, responding to the concerns of the French people amid an increasingly unstable international context. This speech comes on the eve of an extraordinary European Council meeting focused on aid to Ukraine and continental defense, following Donald Trump’s announcement to suspend U.S. military aid to Kyiv.

A New Era and a Borderless Threat

“We are entering a new era,” declared Emmanuel Macron, emphasizing that Russia has now become “a threat to France and Europe.” The president denounced Moscow’s aggressiveness, stating that Russia “violates our borders to assassinate opponents, manipulates elections in Romania and Moldova, organizes cyberattacks against our hospitals, and spreads lies on social media.” In the face of this situation, he insisted that “remaining a spectator would be madness.”

Increased Defense Investments Without Raising Taxes

Aware of the challenges ahead, Emmanuel Macron announced “additional investments” to strengthen national defense. These budgetary efforts, essential to confront new threats, will draw on both public and private funding, but “without increasing taxes.” The president stressed the need to “rearm Europe” to ensure its sovereignty.

Towards the Deployment of European Forces for Peace in Ukraine

In response to the war in Ukraine, the head of state announced that France would host a meeting in Paris with the chiefs of staff of countries willing to guarantee future peace. He mentioned the possibility of deploying European forces, not to fight, but to ensure compliance with a potential peace agreement.

A Strategic Debate on Nuclear Deterrence

Emmanuel Macron reaffirmed that France’s nuclear deterrence remains under the president’s authority while opening the door to a “strategic debate” on its role in protecting European allies. “Our deterrence is complete, sovereign, and it protects France. But in light of evolving threats, we must collectively consider its role for the continent’s security,” he explained.

A European Council for a Unified Response

This address aligns with the upcoming European summit on March 6, where the 27 member states will discuss continuing support for Ukraine and measures to strengthen European defense. “The leaders will aim to make initial decisions to help Europe become more sovereign, more capable, and better prepared to face current and future security challenges,” the president emphasized.

Turning Anxiety into a Will to Act

According to the president’s team, this speech aimed to “address the French people’s anxieties” and transform that concern into a collective drive for action. “The world is becoming more brutal, but together, we must face it and prepare for the future,” concluded Emmanuel Macron.
