MaPrimeRénov’: Government Considers Temporary Suspension Amid Soaring Demand and Budget Pressure

Praised by homeowners and building professionals alike, France’s flagship energy renovation grant, MaPrimeRénov’, may soon be paused. The government is considering a partial or temporary suspension of the program, with a final decision expected in July.

A Popular Program Under Budgetary Strain

The surge in applications—especially for so-called “comprehensive renovations,” which are more complex, expensive, but environmentally effective—has put unprecedented pressure on the system. According to sources in the Housing and Economy ministries, the 2025 budget envelope is already nearly exhausted.

Officials describe a “runaway” effect, with opportunistic behaviors, suspected fraud, and inflated quotes from some contractors. These concerns are heightened in a context of public spending cuts. The National Housing Agency (Anah), responsible for disbursing the funds, is struggling with processing delays caused by legislative holdups and the sheer volume of requests.

Decisions Expected in June

The Ministry of Housing remains cautious: no formal decision has been made yet, and several options are still being discussed. One possibility would be a brief suspension later this year to give the system time to recalibrate. The Housing Minister is expected to announce key decisions by mid-June.

In the meantime, the processing and payment of already-submitted applications will continue as normal. A new anti-fraud bill, due to be enacted in July, is expected to provide additional tools, including the creation of a public blacklist of dishonest renovation firms. According to government sources, around 100 companies could be named.

Industry groups are increasingly concerned. The Capeb, a major trade organization representing small construction businesses, warns that a sudden halt could severely impact the sector. Instead, it calls for targeted actions against bad actors rather than suspending what it views as a vital tool for accelerating France’s energy transition.

As demand skyrockets and resources dwindle, the government faces a delicate balancing act: how to align environmental ambition, fiscal discipline, and administrative efficiency for a program now overwhelmed by its own success.
