Diplomatic crisis: Algeria denounces a ‘provocation’ following French sanctions, while consular passes granted fall to 42% in 2024

Diplomatic crisis between France and Algeria: escalating tensions over restrictions and migration control

Diplomatic relations between Paris and Algiers have significantly deteriorated following France’s announcement of access restrictions for certain Algerian dignitaries. This decision, described as a “provocation” by Algiers, was made without prior consultation, according to the Algerian Ministry of Foreign Affairs, which denounces a series of “threats and intimidations” against Algeria.

Measures that aggravate bilateral relations

Algerian authorities claim they were “not informed” of the measures targeting holders of special travel documents usually exempt from visa requirements. For Algiers, these restrictions are just another chapter in a cycle of tension fueled by political calculations in France, where immigration is a central issue. The Algerian Ministry of Foreign Affairs warns of “incalculable consequences” for overall Franco-Algerian relations.

At the same time, France criticizes Algeria for slowing down the issuance of consular passes, essential for the return of expelled nationals: in 2024, only 42% of French requests were accepted on time. One emblematic case highlights this deadlock: the main suspect in the deadly Mulhouse attack, subject to a deportation order, was presented to Algerian authorities fourteen times without success.

A tightening of French migration policy

In response, an interministerial committee on immigration met to explore firm measures. Jean-Noël Barrot proposed a coordinated reduction of visas at the European level for countries refusing to take back their expelled nationals, while suggesting trade incentives for those who cooperate. Other government voices are calling for a reassessment of the 1968 bilateral agreements to further tighten migration policy and limit the privileges granted to certain Algerian figures.

This escalation of tensions, driven by domestic political concerns in France and historical frictions between the two countries, could have major repercussions on bilateral relations, risking further deterioration in a context where cooperation remains crucial for issues like regional security and combating illegal immigration.
